Pre-start up Safety Review

PSSR

Pre-start up Safety Review (PSSR) is a systematic and structured process that is intended to provideassurance that all new or modified facilities are constructed in accordance with the relevant designspecifications.

  • Construction and equipment are in accordance with design specifications;
  • Hazard analysis and risk assessment has been performed for the new facilities/intended change & recommendations from the hazard analysis are implemented or resolved;
  • HSE, operating, maintenance, interface, coordination and emergency procedures are in place and adequate; and
  • All necessary training has been completed for relevant personnel.

The PSSR provides a final check for new and modified equipment / facilities to confirm that all appropriate HSE elements have been addressed satisfactorily and the facility is safe to start-up.

PSSR is also performed before recommissioning of a process facility subsequent to major turnaround and the objective remains same but in this case the focus is on re-installation / boxing-up of equipment is performed and all the process piping, fittings, instrumentation are in line with P&IDs and other engineering documents.
