Layout Safety Review

Layout Safety Review

Layout safety design shall ensure effective separation of hazardous areas from safe areas in which personnel may normally work or gather in the event of an emergency, or where emergency equipment is located.

As far as is practicable, piping, flanges, valves and other equipment with the potential for gas / vapor release shall be positioned to avoid jet fire impinging on critical items, such as escape routes, or other pressure systems. Equipment that is potentially more susceptible to leak or damage than others are positioned to minimize the impact of an ignited leak.

Layout Safety Review (LSR) shall ensure availability of escape routes. This shall ensure that there is no impact on existing escape routes. Existing escape routes shall be reviewed for adequacy due to addition of new facilities under the project and as far as possible the existing escape routes shall be maintained and where not possible additional escape routes shall be developed to achieve the safety goal of ensuring that all personnel from all parts of plant, can escape from an incident to a place of relative safety.

The risk of equipment failure causing escape routes blockage/obstruction to be considered in the layout.

In addition to the requirements for escape, the layout provides adequate space for:

  • Normal access to equipment
  • Withdrawal or removal of equipment items for maintenance with provision for lay-down of the equipment removed
  • Location / routing and protection of process piping

The risk of equipment failure causing escape routes blockage/obstruction to be considered in the layout. In addition to the requirements for escape, the layout provides adequate space for:

  • Normal access to equipment
  • Withdrawal or removal of equipment items for maintenance with provision for lay-down of the equipment removed
  • Location / routing and protection of process piping
  • Escape / Muster Location
    • Provision of adequate means of escape, evacuation and rescu
    • As far as is practicable, piping, flanges, valves and other equipment with the potential for gas / vapor release shall be positioned to avoid jet fire impinging on critical items, such as escape routes.
    • The risk of equipment failure causing escape routes blockage/obstruction to be considered in the layout
    • Existing escape routes shall be reviewed for adequacy due to addition of new facilities under this Project and as far as possible the existing escape routes shall be maintained and where not possible additional escape routes shall be developed.
    • Escape routes shall be provided such that two routes in different directions are available from any occupied point.
    • Escape routes shall not be obstructed in any way. No single accident should be capable of blocking both alternate routes
    • Escape routes will take shortest route to safe area/muster points.
    • Review escape routes to check and confirm dedicated primary escape routes (and secondary as far as possible) shall be available for the platform without any merging with Material Handling route.
