PHSER

Project HSE Review (PHSER) is required to enhance the HSE performance of the project and ensure that the risks associated with its subsequent operations have been addressed at the most effective point in a project lifecycle.

PHSER will be conducted to review the status of HSE aspects and requirements identified for the Project. The PHSER procedure addresses HSE issues to be identified and provides guidance how the appropriate project, engineering and operational issues, including those for Occupational Health, Safety and Environmental Control, will be developed to control the impact of identified hazards on personnel, assets and the environment.

PHSERs are vital in addressing HSE issues of projects at all stages from Concept to Operation. Addressing these identified HSE issues in a timely manner before the next stage of the project is significant in order to avoid delays. Therefore, PHSERs shall be effectively planned, conducted and followed up.

The following are typical objectives of the review at the end of a FEED project:

  • To confirm that all HSE concerns relating to the characteristics of the full life cycle of the project, technology, and nature of the location have been identified.
  • To confirm that an adequate HSE plan has been established for the full project life cycle, including design, construction, drilling, and production operations.
  • To ensure that HSE aspects of engineering designs eliminate or mitigate the Major Accident Hazards / Risks meet or exceed the Company and regulatory requirements. Also to confirm that satisfactory project codes and standards and design philosophies have been established.
  • To confirm that the project has established processes to achieve compliance with the Company Asset Integrity Management (AIM) requirements.
  • To confirm that Management of Change (MOC) procedures are in place and that an HSE Action Tracking System has been developed and implemented.
  • To confirm that project plans are in place to ensure HSE preparedness for the next stage of the project.

A list of preidentified guidewords, as per Client PHSER Standard is used in the formal workshop environment and the session is Chaired by an independent Chairman from the project. The list will be further optimized to address the project specific needs considering the project facilities. Additional guidewords can also be added during the workshop to capture the concerns of the team.
